In yet another instance of gross intimidation, members of the Akhil Bharatiya Vidyarthi Parishad (ABVP), have threatened human rights activist and journalist Teesta Setalvad against conducting a workshop at Mahatma Gandhi Kashi Vidyapeeth in Varanasi. The workshop titled, “Mainstream journalism in the age of Social Media” was scheduled to take place at 2 pm on February 27, 2018. The move, is yet another example of bullying and strong arm tactics for which the ABVP, the purported ‘students’ wing of the BJP and RSS, has gained notoriety. But for the obvious and overt efforts of the UP police to physically intimidate Setalvad and students, the ABVP goons who were just a handful could not have succeeded.


CJP condemns this overt intimidation of free inquiry and questioning when permission was granted for the workshop many days in advance. A copy of the permission letter can be viewed below. It was on Monday, February 26, 2018 when ABVP first threatened to disrupt the workshop. But it was the student organizers and the Students Union who decided to go ahead nevertheless. This morning the administration orally took back the permissions.



A huge posse of policemen including the PAC was stationed, converting the Kashi Vidyapeeth into a war like zone. All gates were locked. Students gathered from all around to attend. Barely four-to five ABVP activists stood with college administration and planned the attack. There were no women police officers present at the time of the attack.

Suddenly, a large number of police personnel arrived when Teesta Setalvad, Secretary, CJP, arrived. Setalvad was stopped by the police. She decided to walk nevertheless, as students wanted her to garland a statue of Chandrashekhar Azad as it was his death anniversary. Setalvad was surrounded by the police and stopped even as an inspector suddenly started beating and abusing students. Among the hapless sttudents who were roughed up by the police for no reason, were Harish Mishra, Sooraj Yadav, Roshan Kumar, Gyanu Yadav, Ajit Yadav, Ravindra Verma, Ranjith Seth and many others. The police used force to push everybody out. It is only after the police action that the ABVP students started sloganeering.

Thereafter, Teesta spoke to the to media even as the police and administration stopped students from garlanding statue.



CJP condemns that amidst this sloganeering, the police present openly stood laughing with ABVP people who were barely 4 or 5, all the while being very aggressive with students who wanted to hear Setalvad. The workshop with students of Mass Communication and other social activists of Kashi Vidyapeeth continued at another venue.

The ABVP seems to be baffled by the book release function of Ms. Setalavad that took place yesterday, in which her autobiography “Samvidhan ki Sipahi” (Footsoldier of the Constitution) was released. In an attempt to cast aspertions about the motive behind the media workshop, Abhishek Mishra, District Co-ordinator of ABVP in Kashi and a youth worker of RSS, predictably labelled it as ‘Anti-national activity’ and said, “Aman ke Dushman Wapas Jao” (Enemies of peace, go back). In a post on Facebook, he alleged that after spreading ‘hate’ in various universities in the country namely JNU, BHU and others, “anarchic” elements are trying to instigate the University, right under the nose of the administration. Spreading more ‘FAKE NEWS’, the same post goes on to call CJP and Sabrang “banned” NGOs.



It is very clear that ABVP feels emboldened to issue such threats because of the political backing and support that it enjoys, not just from the state government, but also from the Centre. Condemning the impunity of the attack, Teesta Setalvad said, “It is extremely condemnable that the administration of an august institution like Kashi Vidyapeeth, inaugurated by Mahatma Gandhi (founded Shiv Prasad Gupt and Bhagwan Das) is today succumbing to an ideology that killed the Mahatma. Only days ago, another large university, the Banaras Hindu University (BHU) allowed the glorification of the killer of Gandhiji. A clear agenda is visible in both central and state universities where students, human rights defenders, those who speak for communal harmony the Constitution are intimidated by violence and threat, whereas a violent fascist ideology is given sanction. Kashi, Banaras and Indian belongs to us all. They cannot appropriate our heritage.”

India: CJP intervenes for Peace in Ayodhya

Citizens for Justice and Peace, a human rights and legal resources platform dedicated to fighting communalism and discrimination, and for the rights of one and all, is now intervening in the Ram Janm Bhoomi – Babri Masjid case along with a galaxy of prominent Indians from various walks of life, from across the length and breadth of the country. CJP’s plea is that the Supreme Court exercise its jurisdiction, not treat this matter like a narrow property dispute and instead recognise the ramifications of letting religion dictate the fate of a piece of land.

CJP implores the court to take cognisance of the meaning of the word Ayodhya, a compound word formed by adding together ‘a’ meaning ‘without’ and ‘yudh’ meaning ‘war’. Ayodhya, a space that should exist for all, without conflict, has come to symbolise a vicious and bigoted conflict between communities.

This voice of peace-loving and concientitious citizens, held hostage to the conflict, has appealed to the Supreme Court not to treat the dispute as just a property dispute between the litigants but one that has a bearing on the fundamentals that this country stands on, its Constitution.

Interveners include close to three dozen Indians from across the country and from various walks of life, from Shyam Benegal, Aparna Sen, Om Thanvi, RB Sreekumar, Anand Patwardhan (Ram Ke Naam), Ganesh Devy, Medha Patkar, Aruna Roy, Anil Dharker, Ganesh Devy, Teesta Setalvad, Joy Sengupta, Cyrus Guzder, Ram Rahman, Sohail Hashmi, MK Raina, to Dr. BT Lalitha Naik and John Dayal. Others include: Suman Mukhopadhyay, Kiran Nagarkar, Kumar Ketkar, Kalpana Kannabiran, KL Ashok, KP Sripala, AK Subbaiah, Suresh Bhatt Bakrabail, Prof G Haragopal, N. Babaiah, Tanaz Dara Mody, Muniza Khan, Tanveer Jafri and Dolphy D'souza.

“The outcome of this dispute, perpetrated and violent, has the potential to affect the very foundations on which Indian democracy stands,” says Teesta Setalvad, Co-founder and Secretary, CJP. “It is time for the wounds caused by this conflict to heal and for peace-loving citizens of all communities, young and old to speak up for an inclusive and forward looking solution. This matter concerns the very soul of India,” she adds.

CJP filed its intervention application to the civil suit on Dec 1 and is likely to present its stand when hearing begins on Dec 5 at the Supreme Court. Meanwhile, it has uploaded an online petition on its website, seeking ordinary Indians sign up in support of Peace in Ayodhya. Teesta Setalvad was a journalist long before she became an activist. She had been reporting from Gujarat, her home state, and some other parts of the country since 1985.

But then the riots in Bombay during 1992-93 got her into campaigning. And by 2002 Gujarat riots, Gulberg society massacre being the first of them, she had become a full time human rights activist.

That was the time she founded Citizens for Justice and Peace (CJP) with a few colleagues, which has been fighting for victims of Gulberg and other massacres since.

Catch asked her a few quick questions about the verdict of the special court, and spoke to her about her fight for justice and her plans for legal battles in future.

SM: How did you get involved with Gulberg massacre victims?

TS: Before the riots I was doing stories from Gujarat for our magazine Communalism Combat. As soon as the massacres broke out I started getting about five to six hundred calls every day. Then when I saw the violence, realised its magnitude, I knew I had personal stakes in this.

There was a similarity in some ways to the violence that I had seen and reported back in the Bombay riots of '92-93. At that time we had campaigned to get the Justice Srikrishna report made public. We wanted everyone to know the truth and we published it in book format and sold it for a pittance.

When National Human Rights Commission (NHRC) brought out their report I and some of my colleagues again started a campaign around it, to get the judiciary and the state to implement its recommendations.

SM: And since then CPJ has worked with the victims of 2002 riots. How successful do you think you have been with your campaign so far?

TS: We have fought for justice in several cases like Best Bakery, Sardarpura, Naroda Patiya and others, and so far have secured a total of 150 convictions. This shows the sort of work we have been doing.

SM: What have you learnt about the legal system and state machinery in this period?

TS: This fight has taught me a lot about the system. It tolerates for some time, lets you make some noise initially but then starts to hate you if you go on doing it for 10, 13 or 15 years. They never expected us to come as far.

SM: Do you have any regrets about the entire episode?

TS: The Special Investigation Team (SIT) was formed after our appeals to the Supreme Court. It was heartrending to see their hostile attitude towards witnesses. It broke a lot of hearts and spirits of the survivors of that massacre.

I would like to say that the SIT showed its worst colours in the case of Gulberg.

And it's not just me who's saying this. SIT's own Special Public Prosecutor exposed it in his resignation letter.

SM: To come back to your experiences of covering the Bombay riots, how similar or dissimilar do you think they were to the riots in Gujarat?

TS: Gujarat was a thousand times worse than Bombay. Bombay was just one riot-hit city. In Gujarat, 19 districts were affected by riots. What we saw in Bombay was the absence of will on the part of the ruling government (Congress) to act against Shiv Sainiks. Police had some Shiv Sena sympathisers as well. Congress simply allowed them to do it.

Here, in Gujarat, the state itself was the culprit. It itself was involved in this case. Gulberg was within two kilometres from the nearest police station and repeated calls were made to senior-most police officers but no help came. And, sadly, the SIT never made all this part of its prosecution.

SM: Finally, what is your reaction to the judgment? Do you think that the court dismissing your claims of criminal conspiracy, was a let down?

TS: I won't say that it is bad, but we were expecting better. We argued very strongly, and presented very solid documentary evidence, to prove criminal conspiracy. I say we expected better because in two-thirds of the cases of 2002 riots that we've argued the court has upheld criminal conspiracy angle.

SM: Will you appeal against the criminal conspiracy dismissal and against the acquittals?

TS: We will.

Several riot victims from Naroda Patiya and Gulberg Society have pledged their full support to the Mumbai-based human rights activist and founder of Citizens for Justice and Peace (CJP) Teesta Setalvad, alleging that the Gujarat government was harassing her because she fought for justice for them.

Interacting with mediapersons at the premises of NGO Prashant (Tranquility) run by Fr Cedric Prakash, the victims said that whatever relief they had got so far was because of the support and backing of Setalvad.

Naeemuddin Ibrahim Sheikh, who lost his mother and brother-in-law during attack on Naroda Patiya that witnessed killing of a total of 109 persons, said that none of his relatives, many of them wealthy and settled in the United States (US and) Europe, came to his help.

“None of them even took trouble to inquire about me and my family. It is only Teesta Setalvad who came to our help. I don’t know what would have happened to the victims had Setalvad not extended her help to us,” he stated.

Another victim, Shakilabano Ansari, who lost her mother, two brothers and their wives, said that it was surprising that the riot accused were getting released on bail and were roaming around freely. The state government was victimising Setalvad simply because she helped the Muslim riot victims.

“What was our fault? Why were we attacked? Because we happened to be Muslim?,” she asked.

She said she would always stand like a rock with Setalvad who helped the victims when no body was there to help them.

“Instead of punishing the riot accused, the Gujarat police are raising objections on Setalvad so that no one else in future came to the defence of the victimised,” said Ansari.

Abdul Majeed Usmanbhai Sheikh, who lost eight of his family members, including three daughters, three sons, wife and mother, in Naroda Patiya riots, alleged that he as a BJP worker pleaded with former minister Dr Mayaben Kodnani to prevent rioters from attacking the mosque but she asked the people to attack Muslims and their properties.

“I provided evidence in the court against her and that resulted in his conviction,” claimed Sheikh. He appreciated Setalvad for the “heroic role” she played in assisting the victims in the legal battle.

Sairaben Sheikh, who lost four members of her family in the Gulberg Society, including her son, said that she did not know how to lodge an FIR or a court case. Nor did they have money for a legal fight in the case.

“It was Setalvad who gave us moral and material support and motivated us to fight the case in the court,”, said Sairaben.
“We will never abandon Teesta Setalvad,” she asserted.

Godhra riot victims relive painful days

Emotions ran high at a small gathering organised under the aegis of Citizens for Justice and Peace headed by activist Teesta Setalvad, on February 28. In 2002, on this day, communal riots had played havoc with the lives of more than 1,000 people, mostly Muslims.
The riots were in retaliation for the death of 59 persons, who were burnt alive on board coach S6 of the Sabarmati Express in Godhra a day before. Thirteen years have passed since the blood bath, but the wounds of the riots, which continued for nearly a month, are still fresh in the minds of the victims and their kin.
Even as they became emotional, they rallied behind Setalvad, maintaining that she was being unnecessarily harassed and that it was done to bring down the morale of the NGOs and activists supporting the victims.
Setalvad and her husband Javed Anand have been in the radar of the Ahmedabad Crime branch, for allegedly swindling funds collected for building a “Museum of Resistance” at the Gulberg Society in Ahmedabad. The Supreme Court has directed Gujarat police not to arrest them and asked the duo to furnish documents demanded by the police. Former Congress MP Ehsan jafri was among those killed in the Gulberg Society.
Abdul Majeed Mohammad Usman Sheikh, 60, broke down and then regained his composure and vowed to fight till the end for justice. An eyewitness in Naroda Patiya case, Sheikh claimed he had seen right-wing leader Babu Bajrangi cutting open a pregnant woman's womb. “Half of the accused are out on bail. The victims need justice and so does Setalvad,” said Sheikh, who lost eight members of his family in the riots.
Quoting from the Gita and Quran, Sheikh categorically said that the scriptures are not wrong but it is people's mentality that is wrong.
Another victim and witness Naeem Sheikh felt as if they are still gheraoed. “What was our fault? Was it that we were Muslims,” he asked and went on to add that had it not been for Setalvad the government would have put them behind bars as accused.
Rallying behind Setalvad, another victim survivor Saira Sandhi said that they did not know anything about courts. “Circumstances have taught us everything,” she said, adding that even when they go to get documents photocopied, they are charged. “Teesta has not charged anything from the victims for the last 13 years,” she said.
Later, the victims joined a group from the Jan Sangharsh Manch, which is also fighting for the riot victims, at a programme organised in Sardar Baug, in Ahmedabad.

The case of Teesta Setalvad is a chilling example of what can still happen to even highly acclaimed and well connected persons in this country if they take on those in authority, and especially if the person you have taken on becomes the most powerful person in the country. It is also a sad commentary on how a supposedly independent judiciary does sometimes appear to get influenced by executive authority.

For the last 13 years Teesta has fought a valiant and sometimes lonely battle to bring the perpetrators of the 2002 Gujarat carnage to justice. In this battle, she produced considerable evidence to demonstrate the role of Narendra Modi in abetting the carnage, and kept raising her courageous voice against him.

In retaliation, the Gujarat police registered several cases against her and repeatedly tried to arrest her. But in earlier cases the courts came to her rescue and stayed her arrest and investigations against her.

But now, in a complaint of misappropriation of trust funds filed by a purported resident of Gulbarga society (not by any member or donor of the trust), a single judge of the Gujarat high court has not only dismissed her application for anticipatory bail, but has also urged the police to arrest her and subject her to “custodial interrogation”.

The court has also made sweeping and prejudicial allegations against her by relying only on allegations of the Gujarat police and completely ignoring explanations provided by Teesta.

Personal expenses incurred from her personal account are taken to amount to misappropriation of trust funds, merely because some reimbursements of trust expenses incurred from her personal account for the trust were made to her.

The judge says that she must not be granted anticipatory bail because she must undergo “custodial interrogation”, which everyone knows is a euphemism for torture.

In India, as in most civilised countries, the right to silence is a constitutional right of everyone accused of a crime. Though Teesta had answered every question put to her by the police, they cannot compel any accused person to answer questions.

They can draw an adverse inference, but cannot compel answers by “custodial interrogation”. Unfortunately, however, courts in India have not understood this simple constitutional principle and still continue with the antiquated practice of rendering accused persons to police custody and thus to police torture.

Another unconstitutional and illegal practice of the police, which unfortunately is also being sanctioned by courts, is allowing the arrest of accused persons merely because there is an allegation against them. The police think that merely an FIR against a person gives them the licence to arrest him.

This has become an easy weapon in the hands of the police to terrorise and torture innocent persons, who might be falsely accused of offences.

Unfortunately the lower courts have been sanctioning this practice too, despite clear judgments of the Supreme Court to the effect that the mere fact that the police have the power to arrest does not mean that they can exercise that power just because there is a charge.

The apex court has said, “No arrest can be made merely because it is lawful for the police officer to do so. The existence of the power to arrest is one thing. The justification for the exercise of it is quite another.”

Arrest during investigation is justified only if the accused if not arrested may flee from justice, or he might tamper with evidence, or he has committed a heinous offence and arresting him is essential for instilling a sense of security among the community, or he is a habitual and violent offender and is likely to repeat such offences unless arrested.

None of these factors are normally present in most cases, especially not in the one against Teesta. Yet the police habitually resort to arresting anyone accused, particularly if they have a motive to do so or if the powers-that-be want it.

Despite the Constitution makers having gone to great lengths to protect independence of the judiciary, and the judiciary having withdrawn even the power to appoint judges to itself, we are witnessing the continuing influence of the executive over the judiciary.

This influence is exercised in multiple ways, which include post-retirement jobs, sanctioning of foreign trips, medical treatment in foreign countries and so on.

More distressingly, however, we are also seeing increasing social consanguinity between politicians and judges. Gone are the days when judges kept aloof from politicians.

We now have the common spectacle of ministers and sundry politicians attending weddings of judges’ children and vice versa. If the judiciary also allows itself to get influenced by a powerful and fascist executive, our rights and liberties are truly in dire straits.

People’s Alliance for Democracy and Secularism (PADS) expresses alarm at the Gujarat Police move to arrest the two activists, Teesta Setalvad and Javed Anand in Mumbai. The arrest of Teesta Setalvad, who was denied bail by the Gujarat High court, has been stayed for 24 hours at the intervention of the Supreme Court.

Teesta Setalvad has been relentlessly championing the rights of the victims of the Gujarat pogroms of 2002. Her efforts resulted in the transfer of some of the riot related cases out of Gujarat and conviction of some bigwigs from the Gujarat government. The Government of Gujarat led by Anandiben Patel, the successor of the incumbent Prime Minister, is vindictive and has been after Teesta Setalvad and Javed Anand for their bold stand in defence of the riot victims. Its aim seems to be to discourage anyone from taking legal recourse against misdeeds of the Gujarat government during and after the 2002 pogrom. A case of embezzlement of funds collected by their NGOs has been filed against Teesta, Javed and three others. Defendants have submitted documentary evidence in court against prosecution allegations. It must be noted that while the Gujarat government appears hell bent on targeting Teesta and her associates for standing up for riot victims, it has been reinstating the police officials who are facing serious criminal charges in fake encounter cases.

The PADS demands that the Gujarat government stop harassing Ms. Teesta Setalvad and Mr Javed Anand - whose anticipatory bail applications have been rejected by the Gujarat High Court today.

The HC had earlier granted Teesta interim protection against arrest. The Bombay high court had earlier said it lacked the territorial jurisdiction to hear her plea wheh she first moved the HC in Mumbai. Teesta and her husband Javed Anand had moved the Bombay HC to quash the FIR in the misappropriation case against them. The Bombay HC had asked them to approach the court in Gujarat.

The Gujarat police have once again filed a detailed 80-page reply last week to oppose Teesta's pre-arrest bail plea. The thrust of their argument is that she has used trust funds and monies collected by her NGO for personal use. Earlier while opposing her plea in the Bombay HC the Gujarat police said she "embezzled funds" collected in the name of the 2002 Godhra riot victims. Setalvad refuted the allegations and said she was being falsely and "dishonestly" implicated.

Setalvad and Anand had challenged before the Bombay HC an FIR filed against them by the Gujarat police last year.

Earlier the HC had asked her to file for anticipatory bail before a Gujarat Sessions court which she did. The FIR against Teesta and Javed said that both the accused in the guise of collecting funds in the name of their NGO Sabrang Trust to set up a museum for victims of the 2002 communal riots in Gujarat at the site of Gulbarga housing society had allegedly misappropriated the funds and cheated the complainant. The FIR also invoked Section 72A of the Information Technology Act for disclosure in breach of lawful contract.

Teesta had earlier rebutted the police reply and said, "The state of Gujarat was spreading lies about Citizen for Justice and Peace, cheating victims of the riots."

She had filed a rejoinder to respond to each "baseless and malicious allegation" of the state and she said a former employee of the Organisation who had filed the complaint was being used as a proxy.

Citizens for Justice and Peace Press Release after Zakia Jafri Judgment 26 Dec 2013

On behalf of thousands of survivors of the 2002 genocidal pogrom that took place in Gujarat from February – May 2002, the Citizens for Justice and Peace expresses deep disappointment and anguish at the verdict of the Magistrate Court, Judge BJ Ganatra accepting the dismissal of serious criminal charges of criminal conspiracy against chief minister Narendra Modi and 59 others. The Supreme Court appointed Special Investigation team (SIT) had filed a closure report in this case, despite finding many of the serious allegations in the Zakia Ahsan Jafri complaint dated 8.6.2006 to be true. The Judge on 26.12.2013 accepted the closure report of the SIT.

CJP Petition on Muzaffarnagar admitted by Supreme Court, Notice Issued

The Supreme Court bench hearing the Muzaffarnagar cases issued notice on a writ petition filed by Mumbai-based Citizens for Justice and Peace (CJP), victim survivors  praying for the appointment of a High Powered Committee of Court Commissioners to survey the four worst affected districts (Shamli, Baghpat, Meerut and Muzaffarnagar), assess details of the dead and missing as also the scale of damages and monitor the transparency and quality of the probe/investigation and report back to the Supreme Court. Petitioners have also asked for directions to transfer the investigations to the CBI. The state government that had filed a status report has been asked to respond to the allegations by the petitioners that powerful accused are being dropped as accused and serious offence of rape and gender violence have not been recorded. The petition has also prayed for investigations into the overall criminal conspiracy, behind which majoritarian outfits are involved, which is related to communalizing the atmosphere prior to the elections using the services of supremacist outfits especially the Vishwa Hindu Parishad (VHP). Individual incidents of conflict have been converted into mass mobilization by these outfits with hateful anti-minority propaganda being a ready tool.

The co-petitioners include two Victim Survivors, Shahid Hassan, son of Sirajuddin who along with four others was massacred in the attack on Lisadh village of Shamli  district and Samaydeen son of Kamruddin who was also killed in the violence at Lisadh and the  Awami Council for Peace and Democracy (WP Nos 170/2013) and are being represented by advocates Aparna Bhat and Ramesh Pukhrambam.

The detailed prayers also include directions to the State to register FIRs against the named powerful accused persons in respect of arson, theft, attempt to murder and murder and rape and molestation;  to constitute a High Power Committee of Court Commissioners comprising of the persons/officers, which this Hon’ble Court may deem fit and proper, to visit the affected areas rural as well as urban where people suffered murder, loot, arson, rape and other criminal acts and have not been able to lodge F.I.Rs for the offence committed against them due to fear, threat and intimidation or because they are victim survivors who are incapacitated and hence require assistance and access because of any other reason and to assist them to lodge F.I.R. for the offence committed with them to ensure  a thorough investigation into all the F.I.Rs. which have already been lodged from 27.8.2013 to date relating to illegal meetings and unlawful assemblies, targeted loot, arson, circulation of fake photographs and videos and inciting communal passions by the holding of unlawful meetings and Panchayats by fixing the responsibility for the aforesaid offences; as well as identifying the officers, individuals, representatives, political leaders, organizations and other persons who instigated the general public by convening a Panchayat in village Nagla Mataund at Muzaffarnagar on 7.9.2013 where the people were allowed to assemble not only from adjoining district but also from outside the state armed with dangerous weapons; to direct effective compensation to all survivors of the dead and injured and those who have suffered heavy losses.

The petition lists in detail the chronology of events leading up to the ghastly killings at Muzaffarnagar that have rendered 41,000 homeless and questions the state police and administration allowing armed Khap panchayatas, Mahapanchayats when a communal atmosphere was building up in the four districts of Shamli, Muzaffarnagar, Baghpat and Meerut. A list of 161 worst affected villages from where minorities have had to flee has also been annexed to the petition.

Press release by Citizens for Justice and Peace on the protest petition filed by Mrs Zakia Jafri (15 April 2013)

The text of the press release put out by the Trustees of the Citizens for Justice and Peace on the protest petition filed by Mrs Zakia Jafri

A cold-blooded and clear-cut conspiracy to manipulate the tragic Godhra incident -- from the moment of the terrible news  -- was planned and executed by Chief Minister Mr Narendra Modi (Accused no 1), in close consultation, especially with then Health Minister Mr Ashok Bhatt (accused no. 2) , Urban development minister, IK Jadeja (accused no 3) and other co-accused cabinet colleagues and especially VHP leader Mr Jaydeep Patel (accused no 21), with whom the CM was first in touch with soon after the tragic Godhra incident. This was aimed at ensuring that the tragedy at Godhra becomes ready fuel for the meticulously planned massacre of innocent Muslims all over Gujarat.
Mrs Zakia Ahsan Jafri today filed her Protest Petition praying for the rejection in toto of the SIT final report dated 8.2.2012, making a cogent case for the charge-sheeting of all 59 accused listed in her complaint dated 8.6.2006, beginning with Mr. Modi the chief minister of Gujarat.
The protest petition that runs into 514 pages also has three volumes of annexures and ten CDs. The Citizens for Justice and Peace (CJP) with its entire legal team has assisted in this painstaking and voluminous exercise.
The Petitioner strongly argues that the Supreme Court appointed Special Investigation Team (SIT) had adequate documents and statements to come to a prima facie finding against all the accused. SIT, however decided to cover up the crimes and has gone out of its way to misguide the Court and give a clean chit to the accused.
Phone call records show Mr Modi (accused no 1, A-1) to have been in close touch with Mr Jaideep Patel (A-21) immediately after information of the Godhra tragedy comes in, even before he meets home department officials and ministers. Thereafter, there is a hasty and publicly conducted post-mortem at Godhra, out in the public against all law and procedure while a crowd of VHP workers was present. Mr Modi is present while this happens.
Thereafter, while passions are being cynically stoked, another sinister decision to hand over the dead bodies of Godhra victims to VHP strongman Mr Jaideep Patel (A-21) is taken at a mini-cabinet meeting presided by Mr Modi in Godhra, at which co-accused ministers are physically present. Mr Jaideep Patel too is present at the meeting. Then Godhra district magistrate, Mrs Jayanti Ravi has clearly stated that Mr Jaideep Patel was present at the meeting.
The Protest Petition goes into great detail, relying on documents from the investigation papers, on how the administration and police were deliberately paralysed and neutralised by the conspiracy hatched by Mr Modi, Co-accused, then Gujarat DGP Mr K Chakravari (A-25), then police commissioner, Ahmedabad, PC Pande (A-29), then additional chief secretary, home, Mr Ashok Narayan (A-28) and other key members of the bureaucracy and police who connived as co conspirators in the conspiracy.
Key field reports from the SIB (state intelligence bureau) from all districts were given to the SIT by January 2010, i.e., full three and a half months before the SIT submitted its first investigation report to the Supreme Court on 12.5.2010. These reports reveal a grim ground level reality: gross provocations and bloodthirsty slogans by VHP workers from 4 p.m. onwards on the afternoon of 27.2.2002 (“Khoon ka badla khoon se lenge”, blood for blood) while Mr Modi had still not left for Godhra.
Phone records of the chief minister’s office (CMO) reveal that he went to the airport to catch a helicopter for Godhra via Meghaninagar where the massacre at Gulberg society the next day was organized. Phone records of the CMO also show that after landing in Ahmedabad from Vadodara by aircraft (where he had travelled by road from Godhra on his return journey) too, Mr Modi and officials of the CMO who accompanied him are located at Meghaninagar late evening (mobile phone call records).
Just a week before the Godhra incident, on  22.2.2002, Mr Modi had won in the Rajkot bye-election by a slender margin (a few thousand votes). The glory of his victory had been dimmed with minority votes going heavily against him. Former CPI leader and later Parliamentarian from the Congress, Ahsan Jafri had been an active campaigner against Mr Modi in the bye-election lived in Gulberg Society, in Meghaninagar.
In a sinister furtherance of the conspiracy, the late night meeting at Mr Modi’s residence effectively neutralised the police and administration from doing its constitutional duty. The Protest Petition states that the credibility of the evidence related to the critical 27.2.2002 meeting must be tested during trial and that it was not the job of the investigating agency to pre-judge the issue, acting like a court overstepping its jurisdiction to protect and save powerful accused.
Evidence from Police Control Room (PCR) records submitted by Mr. PC Pande to the SIT after 15.3.2011 reveal cynical and cold-blooded mobilization of RSS workers and VHP men at the Sola Civil hospital from 4 a.m. onwards on 28.2.2002 in aggressive anticipation for the arrival of the dead bodies. Repeated PCR messages, that the home department under Mr. Modi (A-1, who held the home portfolio) and Mr PC Pande (A-21) were trying to conceal, show that both in Ahmedabad and in several locations all over Gujarat crowds were mobilized to aggressively parade bodies with bloodthirsty sloganeering, inciting mobs to attack innocent Muslims.
The then joint police commissioner, Ahmedabad, Mr Shivanand Jha, also an accused in the complaint (A-38), was jurisdictionally in charge of Sola Civil Hospital in Zone 1. As the messages extracted below show, repeated PCR messages desperately ask for bandobast; they speak of the staff and doctors of the hospital being under threat; of a 5,000-6,000 strong mob accompanying the bodies and finally one message also says that “riots have broken out.”
Yet Mr Modi, the entire Home department and the accused under him and individuals accused including Mr Chakravarti (A-25) and Mr PC Pande (A-29) in collaboration with the SIT have strived hard to conceal this evidence. While such aggressive funeral processions were allowed in Ahmedabad, an equally explosive situation prevailed simultaneously in Khedbrahma, Vadodara, Modasa, Dahod, Anand etc. A cynical government under Mr Modi and his co-accused conspirators has done their level best to conceal this evidence.
The PCR records -- that the SIT was trying hard to conceal -- also reveal that while the Ahmedabad police under Mr PC Pande and the home department  under Mr Modi and then MOS, home Mr Gordhan Zadaphiya (A-5 ) had enough forces to escort a VHP leader known for his inciteful slogans, Acharya Giriraj Kishore, from the airport to the Sola Civil hospital to accompany the processionists, shouting filthy hate speeches and murderous slogans. But they did not have enough forces to send to Naroda Patiya where 96 persons were massacred in broad daylight (charge-sheet figures in the Naroda Patiya case, though more deaths have been recorded) and 69 persons at Gulberg society the same day and around the same time aggressive processions were being allowed. Mr Modi allowing and openly supporting the bandh and neutralising his administration, decided to give the RSS, VHP, BD mobs a free run of the Gujarat streets to massacre innocents.
As bad or worse were the provocations and hate speeches that were cynically allowed and encouraged by Mr. Modi and his administration. PCR messages of Ahmedabad and SIB messages from all over the state are testimony to this incendiary mobilisation.
Warnings Ignored (from SIB and PCR messages)
12:30 pm on the 27th February: An SIB officer through fax no 525 communicated to the headquarters that there were reports that some dead bodies would be brought to Kalupur Hospital station in Ahmedabad city. "So communal violence will occur in the city of Ahmedabad; so take preventive action."
Another SIB message numbered as Out/184/02 again warned about communal incidents if bodies were brought to Ahmedabad. "Communal violence will occur in the city. So take preventive action."  The same message said that karsevaks had given explosive interviews to a TV station at Godhra and had threatened to unleash violence against the Muslims.  
At 1:51 hours and again at 1:59 hours on the 28th February there were panic messages by wireless police vans positioned at Sola Hospital demanding immediate protection from Special Reserve Police platoons and the presence of DCP Zone 1.
Message at 2:44 hours on 28.2.2002: the motor cavalcade has reached Sola Civil Hospital.
Page No. 5790 of Annexure IV, File XIV reveals that at 04:00 am a mob comprising of 3,000 swayamsevaks, that is the members of the Rashtriya Swayamsevak Sangh (RSS), had already gathered at the Civil Sola Hospital.
At 7.14 a.m. the PCR van again informs the Police Control Room that a large mob had assembled at the hospital. (Page 5796 of Annexure IV, File XIV of the documents).
Again, another message three minutes later at 7:17 a.m. (Page 5797 of Annexure IV, File XIV of the documents) says that a mob of 500 people was holding up the traffic.
Ten bodies were taken to Ramol, an area near Naroda and a massive funeral rally of over 5,000-6,000 mourners took the bodies to Hatkeshwar crematorium in the afternoon.
At 11:55 am a PCR message is sent out saying that the Hindu mob had become violent and had set a vehicle on fire and was indulging in arson on the highway.
Message at 11.55 a.m. on 28.2.2002 (Page No. 6162 Annexure IV File XV) saying that “Sayyed Saheb, the Protocol Officer had informed Sola-1 that riots have started at Sola civil hospital at the High Court where the dead bodies were brought.”
Again, there is another message with no indication of time (Page No..6172 of 28.2.2002) that states that the officers and employees of the hospital had been surrounded by a 500 strong mob and they could not come out”. The message also made a demand for more security for the civil hospital at Sola.
Annexure IV File XIV- Message No. 5907 and 5925 at 11:58 a.m. on 28.2.2002 shows that when 10 dead bodies were taken from Ramol Jantanagar to the Hatkeshwar cremation ground, a crowd of 5,000-6,000 persons accompanied this procession.
On the morning of 28.2.2002, a SIB message (on page 258 of Annexure III File XIX, message No. Com/538/28/2/02) says that a funeral procession was allowed to take place at Khedbrahma, a town in Sabarkantha district. The message adds that soon after the funeral procession 2 Muslims on their way to Khedbrahma were stabbed and the situation had become very tense.
The subsequent message at page No. 262 of the same file (Annexure III File XIX) mentions that 150 Bajrang Dal workers were on their way from Ayodhya to Khedbrahma.
Another message at page 254 (Annexure III file XIX) – Com/574/2002 sent out at 15.32 p.m. on 28.2.2002 states that one more victim of the tragic train burning at Godhra, Babubhai Harjibhai Patel, resident at Vaghrol, Tal. Vadali in Sabarkantha was brought back and a funeral procession was organised in the town.
Warnings about the deliberate mobilization
At page 365 of Annexure III File XXI( D-166) message No. 73/02 dated 28.2.2002 sent by the ACP(Intelligence) Surat Region to State Intelligence Bureau Headquarters at Gandhinagar, says that between 9-10 a.m. on the morning of 28.2.2002, a meeting was held at Sardar Chowk in Vapi Town where Dinesh Kumar Behri of VHP and Acharya  Brahmbatt of Bajrang Dal , Jawahar Desai of BJP and Vinod Chowdhary of RSS made inflammatory speeches regarding the incident at Godhra and called upon the Hindus to unite.
Another message at page 188 in Annexure III, File XVIII sent at 20:38 hours on the day of the Godhra train burning tragedy, i.e., 27.2.2002, mentions the following: “Dilip Trivedi, the General Secretary of VHP and Joint Secretary Dr. Jaideep Patel and Kaushik Mehta in a Joint Statement issued by them have declared that innocent Ram Bhatt’s have been attacked and hence Gujarat Bandh has been declared. They have also stated that the attack on the Ramsevaks returning from Ayodhya was pre-planned by the Muslims. Innocent ladies were molested and compartments were set on fire and Ramsevaks were burnt alive.”
The joint statement issued by the three senior-most office bearers of Gujarat VHP’s unit was clearly designed to stoke communal passion. A reasonable response would have been an immediate government clampdown on such public utterances and if required putting all these trouble makers under preventive detention.  But no such action was taken. The VHP called for a bandh on the 28th February and the BJP, the ruling party, openly supported the bandh call. The State, instead of clamping down on the bandh call, gave the VHP leaders and its cadres a free reign and a license to kill. 
At page 345, the message titled Vardhi No. 24 contained in Annexure III File XIX dated 27.2.2002 sent from D.O., Ahmedabad to the Intelligence Office at Virangam (Virangam is in Ahmedabad rural district) stated that 50 to 75 members of the VHP and Bajrang Dal had gathered at Virangam town chali and in the Golwada area and the situation was very tense.
Another message in the same file, i.e., Annexure III, File XVIII (D-160) at Page No. 19 Message No. 531 ifrom SIB Police to KR Singh at 1810 hours on 27.2.2002 said that, “on 27.2.2002 at 4.30 p.m. when the train arrived at the Ahmedabad Railway station, the kar sevaks were armed with ‘dandas’ and shouting murderous slogans ‘khoon ka badla khoon’ and ‘Bharat Mata ki Jai’.”
Fax Mes. D-1/  HA/ Jaher Sabha/ Junagadh/ 311/02 dated.27.2.02 at10.12 pm sent by PI, CID, Int. Bhavnagar to IG, Guj. State IB, Gandhi Nagar said that Sadhu Samaj president Gopalnandji gave an agitated speech at Junagadh Kadva chowk, on dt.27.2.02 between19.30 to 21.00 hrs. The message then goes on to name specific local VHP leaders and says that they expressed their condolences to Kar Sevaks and then delivered hate speeches and urged all Hindus to unite and told the audience to chop the hands and legs of our enemies. They said in their speech that the incident that occurred at Godhra in the morning at 7.30a.m., yet there was no reaction from the Hindus which was very unfortunate. “Muslims who live in India with sincerity and patriotism, we don’t have any agitation against them. But we have objections against those who lived in India and favour Pakistan and carried out activities against the country. Anti- national activities are being done in Madrasas. We have objection against it. We do not have any kind of objection against spiritual religious education to the children. Pooja prathna at the temple and pray in the Masjid but Pakistan Zindabad is not right. Above mention ideas were expressed by them.”
Fax Mes. Com/HM/550/ 02 Dt.27.2.02 23:59 Out No.398 from ACP, Int. G’nagar Region to IG, Guj. State IB, Gandhi Nagar says that 50 Karsevaks travelling by a special bus from Ahmedabad reached Modasa centre in village Vadagam at Taluka Dhansura at around 18:30 pm on 27.2.02. “They were received by a mob of 500 people and these kar sevaks addressed the mob and told the people how the compartment of Sabarmati Express was attacked. People present in the mob got excited and at 21:30 p.m. people from around the village gathered and the mob swelled to a huge size. To maintain law and order the force was not sufficient and about 10 paan bidi shops were set on fire. Vehicles like Jeep, Maruti and Ambassador were set on fire. Vehicles and shops seem to belong to Muslims. One Yasinbhai Multani’s shop at Kalol center TaKadi, Bavlu PS village Kalyanpur was burnt down by the mob”.
Throughout February 28, 2002 while fires were set all over Ahmedabad city, PCR records show that repeated calls from different areas to the Fire Brigade drew went answered.

CITIZENS FOR JUSTICE AND PEACE, MUMBAI

The Citizens for Justice and Peace Mumbai condemns the attack on innocent Hindus in Bangladesh over the past week and Christians in Pakistan yesterday by a angry mob of 7,000 and more. We appeal to all Indians and the wider human rights community to join us  in condemning these dastardly attacks.

While condemning the targeted and  violent attacks against Bangladesh's minority Hindu community, the CJP calls upon the Indian government and international organisation to ensure that the Bangladeshi authorities provide them with better protection. There have been disturbing reports that individuals taking part in the protests called by supremacist Islamic parties (including reportedly led by Jamaat-e-Islaami, Bangladesh) have vandalised more than 40 Hindu temples across Bangladesh, scores of Hindu homes and shops have also been burned down, leaving hundreds homeless. The attacks have come in the wake of protests to implement the findings of the country's ongoing war crimes tribunal, the International Crimes Tribunal (ICT). The role of the Jamaat-e-Islaami-Bangladesh has been pointed to in the recent anti-minority attacks. In Pakistan, regarding the targeted attack against a group of Christians in Lahore, the CJP urges the Indian government an dinternational organisations to lend voice to their demand that the   the Punjab government should have given the Christian community more protection in Lahore following the false allegations of blasphemy.

All of us undersigned condemn these dastardly attacks and call for the immediate punishment of those guilty. It is long overdue that the demands of human rights activists from all countries in India, Pakistan, Bangladesh, Nepal. Afganistan, Srilanka, Burma and Bhutan are met and a South Asian Commisison/Authority for Human Rights  Protection is established that looks into all instances of cross border human rights  violations, atrocities against women and children and traffking, caste atroctries and attacks on identities, ethnicities and religious minorities. CJP has been part of efforts to set  up this kind of mechanism for over a decade.

Amnesty International has made an urgent appeal to the Bangladesh government to provide its minority better protection.
“The Hindu community in Bangladesh is at extreme risk, in particular at such a tense time in the country. It is shocking that they appear to be targeted simply for their religion. The authorities must ensure that they receive the protection they need,” said Abbas Faiz, Amnesty’s Researcher.
Survivors told Amnesty that the attackers were from the Jamaat-e-Islami and its student wing Islami Chhatra Shibir.
In the report, ‘Bangladesh: Wave of Violent Attacks Against Hindu Minority’, Amnesty gave the country’s war crimes trial as the context to the violence against the minority.
The report said attacks on Hindus and other minorities were often reported from Bangladesh, especially from the far-flung areas. The latest attack took place on March 6 at Daudkandi in Comilla, where a Hindu temple was vandalised and burnt down. It said on Feb 28 a minority village of Rajganj Bazar in Noakhali was set on fire by the Jamaat supporters. According to Amnesty, Bangladesh’s Hindu minority constitutes only eight per cent of the population and has historically been at risk of violence. They suffered heavily during the 1971 liberation war and again after the 2001 parliamentary elections, when BNP-Jamaat coalition came to power.

Bangladesh: Jamaat continues attacking Hindus

Jamaat-Shibir attacks on Hindu community and their temples continued in different parts of the country yesterday creating widespread fear among general people living unprotected in rural areas. Reports of arson, vandalism and physical assaults on members of Hindu community and also on Awami League activists have been rampant since Thursday, when the International Crimes Tribunal-1 had awarded death penalty to Jamaat leader Delawar Hossain Sayedee. Yesterday in Khulna, more than 300 Jamaat-Shibir and BNP acitivists brought out a procession from Chad Ali Bridge in Amadi Bazar area of Koyra upazila around 10:30am, during the BNP-called hartal. Locals said the focus of the procession suddenly turned to Dhopapara, an extremely poor locality with predominantly Hindu population traditionally making a living on washing clothes. Within minutes, eight houses belonging to Hindus were set ablaze. While the Hindu men, women and children ran for safety, the attackers looted whatever they could put their hands on.

The attackers soon swooped on to nearby Amadi Bazar. They broke into eight to 10 shops belonging to local Hindus and looted them before being dispersed by Border Guard Bangladesh and police personnel around noon. Meanwhile, the attack left a woman and a young man injured. They were admitted to the local health complex. Amiya and Apurbo Das, who lost their home in the attack, said neighbours had tried to douse the fire but their thatched house stood no chance. Others who lost their houses to the arson include Subodh Das, Kartik Das and Sona Das. Each of the victim families had more than one thatched house. The attackers also torched a prayer room set up inside a house. “We do not know what to do and are living in fear of further attacks,” said Apurbo Das. Locals said the attackers also unleashed violent assaults on several residents.


Officer-in-Charge (OC) Khairul Kabir of Koyra Police Station said they had arrested two Shibir activists from the area. “Two to three houses were torched and looted and about eight shops were looted during the attack,” said the OC. Superintendent Golum Rouf Khan of Khulna police said BNP and Jamaat-Shibir men had set fire to thatched houses and a semi-concrete structure, and vandalised shops belonging to local Hindus. The ploy in which attacks on Hindu temples and idols were executed, bear striking similarity in most cases throughout the country. At Rotherpar village in Aditmari upazila of Lalmonirhat, religious fanatics entered the Sree Sree Shoshan Kali Mandir [temple] some time early hours yesterday and vandalised the temple smashing the idol of goddess Kali. President of the temple committee Subhas Chandra Roy said they had lodged a written complaint with the police and it was now up to the law enforcers to take action.


At Lakhirpar village under Kotalipara upazila in Gopalganj, zealots set fire to a temple of goddess Kali on Monday around 7:45pm. The fire partially gutted the temple and destroyed four idols of the goddess. The arson instantly drew protests in the area. Kotalipara police detained five suspects in this connection. In Natore, Jamaat-Shibir men are strengthening themselves in the border areas of Lalpur upazila where Awami League activists and members of the Hindu community are living in fear. On Monday evening, Jamaat-Shibir men in a bid to spread further panic set fire to a temple of Shoair village under Singra upazila and destroyed the Hori Protima [the idol of god Hori]. Isahaq Ali, secretary of Lalpur upazila unit Awami League, said Jamaat-Shibir men were capitalising on the innocence of the villagers through anti-minority propaganda.


“The situation is such that we cannot even go to the border areas of Char Jazira, Horir Char and Gorgoria where on the one hand, gangs of Jaamat-Shibir rule and on the other, outlaws roam around at large,” said Isahaq Ali. In Chittagong, Hindu temple Sarbajaneen Magadeshwari Mandir at East Rupkania of Satkania upazila was torched early yesterday. Sukumar Nath, a local resident, said the arson took place around 2:30am. “We woke up by the sound bamboos cracking in fire and witnessed our holy temple burn to ashes,” said Nath, adding, “We do not know who did it.” Sub-Inspector Nazmul Alam of Satkania Police Station said the pattern of all the arson attacks leads police to suspect that Jamaat-Shibir fanatics had been involved in the act. Since Thursday, Jamaat-Shibir men had wrecked havoc in the area, mainly targeting the Hindu community.


The fanatics have changed their tactics for attacks on the state mechanisms. In Jhenidah, Lalmonirhat, Satkhira and elsewhere they shielded their attack force by luring rural women and children in the front line of the processions with religious propaganda. In Uzirpur upazila of Barisal district, miscreants tried to set fire to Guthia Sarbajaneen Kali Mandir [temple] under Guthia union early yesterday. President of the temple committee Sudhir Malakar said some miscreants had thrown burning torches of straw and tree branches inside the temple and fled the scene. The fire died automatically as the branches and straw were not so dry but yet it partially damaged the fences said Sudhir, adding that they had informed the local upazila parishad chairman of the incident. Officer-in-Charge Anwar Hossain of Uzirpur Police Station said a general diary had been lodged with them and that they had visited the spot and started investigating the arson attempt.

LAHORE: A mob enraged over alleged blasphemy set on fire a number of houses belonging to Christians in Badami Bagh on Saturday.
There was no casualty as members of the Christian community, including women and children, had left the neighbourhood on Friday night after police advised them to do so.
A church and several shops were also torched by the mob. Police put the number of burnt houses at 125. Around 25 were arrested.
The blasphemy suspect was identified as 26-year-old Sawan Masih. Police took him into custody in the small hours of Saturday. Later a magistrate sent him on judicial remand.
Thousands of protesters armed with sticks, clubs and stones ransacked Joseph Colony, which is surrounded by iron warehouses, and then set over 100 residential properties as well as some motorcycles and rickshaws on fire.
A clash between the police and the arsonists left a number of people injured from both sides.
Fire-fighters succeeded in dousing the flames after battling for several hours.
A heavy police contingent cordoned off the area for rescue work.
As soon as businessmen saw the mob, they shuttered their shops and warehouses.
Witnesses and police said an angry crowd ransacked and burnt the entire locality comprising 175 small houses, a day after all Christian families left the area because police had alerted them to the possibility of an attack.
They said a majority of attackers who had lodged a protest a couple of days ago assembled on Noor Road, facing Joseph Colony, and started setting houses and shops on fire.
The affected people accused police of doing nothing to pre-empt the plunder.
Chief Minister Shahbaz Sharif issued orders for suspension of two police officers and for making two others OSD.
City SP (Operations) Multan Khan, who was made OSD, said the arson attacks began at around 11:30am and up to 7,000 people took part in it.
He said the accused and the complainant had quarrelled under the influence of liquor on March 7, but the latter painted it as a case of blasphemy.
The case was registered on March 8 under Section 295-C of the Blasphemy Act.“I returned after dropping my children at their school around 8am and saw people gathering at the roundabout. They later started throwing furniture and crockery from houses and burning them,” said Muhammad Safdar, a local resident.He said most of the attackers belonged to the Pakhtun community.
According to him, tension gripped the locality after Imran Shahid, a barber, and blasphemy accused Sawan exchanged hot words on Thursday.Safdar said most Christian families had left the area after Sawan’s house was attacked on Friday evening.
A group of protesters visited the police station on Saturday morning and asked police to identify the accused. Later people gathered outside the colony and ransacked houses, he added.Imran Shahid accused Sawan of making blasphemous remarks about Holy Prophet (Peace Be Upon Him) after the latter came to his shop.However, Dilawar Masih, who lost his house and shop in the attack, said: “Both Imran and Sawan are close friends and the former has made the allegation only to settle a personal score because they had quarrelled over some petty matter.”
Dilawar wondered why the attackers burned their houses after the accused was handed over to police by the mob.He said a few policemen deployed on Friday evening fled the next day after the angry crowd attacked the houses.A local woman, who identified herself as midwife Riaz, claimed Imran and Sawan dealt in liquor business and the former got the latter implicated in a fake blasphemy case. She said Sawan was handed over to police by local people, including Christians, on the demand of Muslims.
Raja Asif, standing outside his burnt house, said around 165 houses were destroyed.Religious scholars, led by the prayer leader of Badshahi Masjid, visited the place on Saturday and persuaded the mob to disperse.The Badami Bagh attack is the second such incident during the tenure of the PML-N-led Punjab government.A few years ago, people burnt a Christian colony in Gojra (Toba Tek Singh) over alleged blasphemy.
INQUIRY: President Asif Ali Zardari and Prime Minister Raja Pervez Ashraf have ordered an immediate inquiry into the attacks.
“President Zardari called for a report into this unfortunate incident and said such acts of vandalism against minorities tarnish the image of the country,” his spokesman Farhatullah Babar said in a statement.Prime Minister Ashraf also ordered an “expeditious inquiry and measures to stop recurrence of such incidents”, his office said in a statement.
Punjab Law Minister Rana Sanaullah said that the government would not spare those involved in the attack.“These people committed a serious crime… there was no moral, legal or religious ground to indulge in such an act,” he told a TV channelThe exact number of houses in Joseph Colony was not immediately known but police and rescue officials said they belonged to low to middle-class families from the minority community.“At least 160 houses, 18 shops and two small churches were burnt by protesters,” Dr Raza, who was busy in rescue operations in the area, said.
Zohra Yusuf, chairwoman of the Human Rights Commission of Pakistan, put the number of houses burnt at over 100. She criticised the provincial government in a statement and said “it totally failed in providing protection to a minority community under siege”.Shamaun Alfred Gill, a spokesman for the All Pakistan Minorities Alliance, also condemned the incident and called upon the government to ensure safety of life and limb to Christians.

Dozens of Pakistani Christians have protested in Karachi, hours after mobs ransacked a Christian neighbourhood in Lahore and torched dozens of homes.
Mobs on Saturday caused widespread damage in the eastern Pakistani city after hearing reports that a Christian man had committed blasphemy against the Prophet Muhammad, according to a police officer.
The group of Christians in Karachi said the Punjab government should have given the Christian community more protection in Lahore following the allegations of blasphemy.
"It's very very sad and that's why I want to appeal to the government; please look into the matter and see also that the people who are affected, their properties are burnt," Father Peter John, from the Saint Patrick Church in Karachi, said.
"They should also get some sort of compensation."
Blasphemy is a serious crime in Pakistan that can carry the death penalty, but sometimes outraged residents exact their own retribution for perceived insults of the prophet.
Homes ransacked
On Friday night, a large crowd from a nearby mosque went to the home of the Christian man in Lahore accused of insulting the prophet, and police took the man into custody to try to pacify the crowd.
Fearing for their safety, hundreds of Christian families fled the area overnight.
Police said the mob returned on Saturday and began ransacking Christian homes and setting them ablaze.
The police spokesperson said no one in the Christian community was hurt, but several policemen were injured when they were hit with stones as they tried to keep the crowd from storming the area.
Pakistan is overwhelmingly Sunni Muslim, with Christians making up around two percent of the population.
